New Madison County Middle School Set to Open in 2009

Work will begin quickly on Madison County’s newest middle school that will offer a number of “green” features.
The school to be built on Calhoun Station Parkway in Gluckstadt is scheduled to open in August 2009 for students now attending Madison Crossing Middle a few miles across the interstate on Yandell Road.
With 12 months to build, “it will be tight,” Assistant Superintendent Ronnie McGehee said, adding that he expects the school to be completed on time.
The school board last week approved bids totaling about $15 million for the building that will have 36 classrooms.
“We will work to reduce this cost and we will find some efficiencies before it’s over,” McGehee said. “We do have the money set aside.”
School officials had expected the new school to cost $13. 5 million. However, the rising cost of construction materials, asphalt and steel, contributed to the higher cost, McGehee said.
The cost of asphalt, a petroleum byproduct, has doubled in the past two weeks due to rising fuel prices, but McGehee said the district may change some plans for asphalt to concrete, which would save money.
The district is also spending more than usual on some features of the building, such as an energy-efficient heating and cooling system, but that should pay off later, he said. “The mechanical price is more per feet than we anticipated but it will make for easier operating that keeps cost down later.
“This is not a green building, but it’s pretty close,” McGehee said.
Energy-efficient features include motion sensitive lights in classrooms that go out when not in use, a white roof that will help keep the building cooler and “touchless” bathroom fixtures for the toilets and sinks, he said.
“These will make operating and maintenance costs lower down the road,” McGehee said.
With the opening of the new middle school building next year, Madison Crossing Elementary will take over the entire building that houses its K-5 classes on one side and Madison Crossing Middle classes on the other.
In other action at Thursday’s school board meeting, Superintendent Mike Kent reported that the district is on target to have nurses funded by St. Dominic’s Hospital, in elementary and middle schools.
The nurses will be hired by the hospital but work on the school campuses for four hours each day.
School principals were asked to recommend nurses for their buildings from a pool offered by St. Dominic’s. While no nurse interviewed was willing to drive to Camden Elementary, Kent said principal Falana Burks has a recommendation.
“I am fairly confident the position will be filled by the end of (this) week,” Kent said.
The school board is also considering a recommendation from Kent that would prohibit teachers from accepting pay for tutoring inside their school building.
“As far as accepting money on this campus, we’re already paying them,” Kent said. “As far as the building and what’s going on there, that would be taboo.”
Kent said a principal had approached him last week with the concern that some teachers are being paid by parents for tutoring students after hours in their classrooms. The superintendent said he would present a resolution for the board members to consider.
No citizens attended a public hearing on the upcoming budget. No tax increase is needed for the upcoming school year that will have a total operating budget of $81.7 million, finance director Debbie Jones said.

Refinancing Your Home

Know when it’s the right time to refinance your home. Refinancing is signing for a new loan to replace your original mortgage and usually done for cost-saving purposes.
Deciding whether or not to refinance your home requires a serious look into various factors. And it also depends on your short-term or long-term goals because refinancing is not all about reducing interest.
Conventional wisdom suggests that you shouldn’t enter into the refinancing process unless the market rates are approximately two percent below your original mortgage lock in rate. This difference should yield a “break even” period of about two to three years for most conventional, middle to high end, American mortgages.
Some more innovative re-financers may want to take advantage of one and a half or even one and a quarter percent differences in the refinancing rate – if the principal of your loan is high, relative to the costs of refinancing, it may be worth it to refinance at one of these lower rates.
Some Things to Remember When Considering Refinancing:
- The decision to refinance should only be made if the long-term savings outweigh the initial expenses. To calculate your break-even point, divide the cost of the refinance by your monthly savings. The resulting figure represents the number of months you will need to stay in the home to make the strategy work.
- Don’t select a new mortgage based only on its annual percentage rate.
- Also evaluate the term of the loan, whether the interest rate is fixed or variable, and the relative merits of paying up-front fees in exchange for a lower rate.
- Your current lender already knows you and has your financial information on file, so you may be able to get a better deal that way, instead of going to a new lender.
- To get the best possible refinancing deal, you’ll need to shop around, crunch some numbers, and ask a lot of questions.
- Shop around and conduct a detailed cost assessment (with a financial professional, if necessary) to identify which mortgage offers the greatest financial benefits.
- Read the entire contract before signing. Don’t let anyone pressure you or rush you to make a hasty decision.
- If refinancing results in lower monthly payments, use those savings to pursue other important goals, such as preparing for retirement and college costs.
Refinancing a mortgage is simply taking out a new mortgage. You will encounter many of the same procedures and the same types of costs the second time around.If you decide that a refinancing is not worth the costs, ask your lender whether you may be able to obtain all or some of the new terms you want by agreeing to a modification of your existing loan instead of a refinancing.

When you price your home above its market value, fewer buyers will show interest in your property. When you price your home below market value, you increase the number of interested buyers. In the end, the price you set and the interest you create should reflect your selling goals.
What is a Comparative Market Analysis? A CMA can vary from a two page list of comparable home sales to a 50-page comprehensive guide. A Standard CMA report will include:
- Active Listings: Active listings are homes currently for sale. These listings matter only to the extent that they are your competition for buyers. They are not indicative of market value because sellers can ask whatever they want for their home. It doesn’t mean any of the prices are realistic. The offered sales prices do not reflect market value until they sell, and in buyer’s markets, for example, most sell for a lot less.
- Pending Listings: Pending sale homes are formerly active listings that are under contract. They have not yet closed, so they are not yet a comparable sale. Unless the listing agent is willing to share information about the pending sale – and many are not – you will not know the actual sold price until the transaction closes. However, pending sales indicate the direction the market is moving. If your home is priced above the list price of these pending sales, you could face longer days on the market.
- Sold Listings: Homes that have closed within the past six months are your comparable sales. These are the sales an appraiser will use when appraising your home for the buyer, along with the pending sales (which will likely have closed by the time your home is sold). Look long and hard at the comparable sales because those are your market value.
- Off-Market / Withdrawn / Canceled: These are properties that were taken off the market for a variety of reasons. Usually the reason homes are removed from the market is because the prices were too high. The median prices of this group will almost always be higher than the median prices of comparable sales.
- Expired Listings: This group will reflect the highest median sales price because they did not sell and were probably unreasonably priced. Some of the expired listings could also show up as an active listing, listed by a new agent at a new price.

HARBOR STATION – RIDGELAND MS

LIFE ON THE WATER IN RIDGELAND, MS

Harbor Walk, located on the Reservoir, Ridgeland MS is making progress, developer John Burwell said. But more funding is needed before developers can make significant headway on the estimated $750 million upscale mixed-use project.
Just before July Fourth weekend, the initial component of the development opened. It includes a short order grill with indoor and outdoor seating, a convenience store, a fuel station and office space all housed in a 6,000-square-feet, $1.3 million building called Harbor Station.
Burwell said the opening of Harbor Station sends out a major signal to the community that the development is moving forward.
About $20 million has already been spent on road construction, pier replacement and other work in the area, Burwell said.
Harbor Walk, which has been described as the “town center” of the Ross Barnett Reservoir, includes retail stores, restaurants, luxury condominiums, a marina, a boardwalk, a parking garage, at least three hotels and more on 4.5 million-square-feet of land on the southwest corner of the 33,000-acre reservoir in Ridgeland, MS.

Burwell said he has yet to secure a $250 million construction loan to complete the rest of Phase I of Harbor Walk. Phase I includes Harbor Station, 15 retail stores, condos and a four-star, nine-story Valencia hotel.
“Hopefully we’ll get our funding, and we can get started,” he said.
Burwell said he is pursuing public and private lenders.
Harbor Walk is a six-phase project. Each phase will take about two years to complete.
Harbor Station owner Dale Shepheard said some light construction on Harbor Station is still being done. Landscaping will be put in soon, he said.
The first floor of Harbor Station houses the grill, convenience store and fuel station, while the second story is reserved for office space.
“We’re still working with the upstairs tenants to finalize some leases,” Shepheard said.
The fuel station, named Main Harbor Store, also offers boat rentals, life jackets and other boating supplies.
Business at the short order restaurant, Pelican Cove Grill, has been “good” so far, said the restaurant’s general manager Doug Bennett.
The grill opens at 3 p.m. each day with a limited menu of mostly seafood poboys, burgers and appetizers.
Lunch service and additional menu items are on the pipeline, Bennett said, and they both will be added “as soon as we get everything broken in and get (more) staff trained.”
Harbor Station was originally slated to open in May, but inclement weather interfered with the construction schedule, developers said.
